创建飞书接收端（CreateSNSFeiShuEndpoint）

飞书接收端采用飞书机器人，用户可以使用CreateSNSFeiShuEndpoint创建飞书接收端：

url: 飞书机器人的webhook URL
atAll：如果为true，则发送给飞书的消息会@所有人，并且忽略atPersonUserIds字段
atPersonUserIds：消息要@人员的电话号码。飞书用电话号码注册，通过这种方式@群中的成员
