GetManagedAgentStatistics

Count active Agents within current agent.read resource grants and optional platform/Region filters in one database read view. Four saved primary-status counts partition managedTotal; certified update availability is an independent count. List filters and pagination do not apply. Permission and dependency failures never return partial or fabricated zero counts. All six nonnegative int64 counts use protobuf JSON string encoding.
