RestartManagedAgentRuntime

Restart the Collector, not its Supervisor. Requires agent.operate in the stored Agent scope, an online Agent, no conflicting task and a valid precheck. Repeated requests recover the original task. An uncertain command delivery is reconciled without blindly sending another restart.
